We did this to my friend's Motegi's on his WRX.

Make sure you mask the tire well with tape, sand everything down until it is smoother with a fine fine grit sandpaper, prime them real well, let dry, one good spray or color, let it dry!, then a coat or two or clear, let dry!, then put on car and it should look much much better.
