If the wheels have heavy corrosian there are a few options.

you could:

-Bead blast them (Its like sand blasting but a lot safer for soft metals) most paint/auto body stores will know what your talking about when you ask.
make sure the tires are off for the bead blasting;)
-Get a coarse abbrassive wheel (like the pad) and take a lot of time on them.
-Wash them sand them, wash them, sand them repeat...
Just make sure that the surrface is ready to be painted. Imprefections and dirt will ruin the outcome.

As far as clear coats go. It depends on what end result you desire.
the more coats you put on, the deeper the color is going to look.
Dont go too crazy, 2-3 coats will look nice (this will also help against chipping)

Here's where I had them done. Liquidpowdercoats.com He charges $55/rim for 17" rims which is the lowest I've seen anywhere and he's a perfectionist so you get a good product. Not helpful for those not local, but still a good idea on prices. I've seen others start at $50-$55/rim for 15" wheels ie trgcoating.com. They also did a good job, they did my valve cover for me last fall. Still don't have any recent engine shots with it in though.

man they look really good!
but in all honesty, A Brand new set of rims can be had for 500 on tires.
and for sake of staying on topic...

$200 to have someone paint your wheels (A+ job)
or $50 for paint and supplies

For the savings in money alone I will just paint my own wheels. Not everyone wants to do the work themselves, but Just about ANYONE can!

Hey too bad that dude is not around my way, well at least i get to save some cash by doing it myself. I'll make sure i do a good job...i got more than enough info. here to guide me through it. To finish this off...what color in your own opinion you think is best on a black car? I was thinking on painting them Matte Black, But then a couple of guys at work said Gold...I think black would look better cause even if you scratch them on a curb you can hardly notice the damage or the grime on the wheels. I'm not sure about gold (very sensitive color).

I did two sets of rims now, mine and my buddies mustang rims and had no problems with the look of them here are my rims before......
