Black is the common hot. Green is the ground for the low beam and red is the ground for the high beam. Whenever you hit the high beams or turn on the headlights the switch inside the car completes the circuit by closing the ground circuit. If you would like some picures that can be arranged.

omg thank you you rock. even with a multimeter i couldnt look past the black wire being a ground. im just glad i didnt burn out my electric system mis-wiring it all. im NOT an electrician, im an (aspiring) mechanic LOL.

This may be useful for future reference. I just tore open my broken 97 headlight and removed this wiring loom.
